The OPO Performance Measurement Project uses the CMS Blueprint Measurement Lifecyle to guide the development of new or alternative OPO measures to recommend to CMS for the Measure Use List and Conditions for Participation in Medicaid and Medicare.

The CMS Blueprint Measurement lifecycle outlines five steps involved in the development of performance and quality measures: 1. Conceptualization; 2, Specification; 3. Testing; 4. Implementation; and 5. Use, Continuing Evaluation, and Maintenance.
