JOB SUMMARY: The Director of Quality services position oversees and supports the quality services’ functions of the organization, including monitoring, promoting, and implementing performance improvement while maintaining regulatory accreditation compliance as it relates to organizational goals, objectives, services, legislative standards and work processes. Policies, goals, and objectives established by the executive team and Governing Board will be continuously assessed for performance and sustainability. Chief accountabilities of the position include the development, maintenance, and operation of systems related to the processes’ associated with the referral, donation, placement, and allocation of vital organs. The Director of Quality Services will oversee quality assurance, audits, and health information activities. In addition, this position will collaborate with the Quality Council to ensure ongoing growth and support TOSA’s Quality Plan. This position may be required, on occasion, to travel by company or personal automobile or commercial aircraft to accomplish the job responsibilities. The incumbent will have access to confidential material and will need to use discretion with this information and strictly adheres to the Texas Organ Sharing Alliance confidentiality policy.
WORK SCHEDULE: The Director of Quality Services position is a full-time position. Normal office hours are 8 a.m. to 5 p.m. Monday through Friday. The employee may occasionally have to work evenings or weekends, as needed.
JOB LOCATION: Open to San Antonio, TX and Austin, TX.
KEY FUNCTIONS AND DUTIES:
- Oversees the Quality Assurance Performance Improvement (QAPI) efforts of the organization ensuring goals are measured for continuous monitoring and improvement.
- Oversees the systematic and timely quality assurance reviews of referral data, organ donor records, and mortality medical record review process to ensure accuracy and compliance with TOSA’s policies and procedures, as well as CMS and FDA regulations, UNOS policies, AOPO standards.
- Assures compliance with all regulatory agencies in conjunction with appropriate leaders of the organization.
- Works collaboratively with department directors for support and guidance for quality improvement initiatives.
- Serves to oversee the clinical quality function to include variance discovery, reporting, and correction.
- Determines the need for policy development and educational needs for the Clinical Services staff and forwards these recommendations to the Clinical Leadership.
- Works with the Vice President/Chief Performance Officer to guide and coordinate quality planning, problem solving and quality improvement through the application of appropriate metrics, workflow and problem-solving tools focused on identified clinical processes and organizational tasks and functions.
- Participates in Quality systems meetings, post donor meetings, and clinical forums as appropriate.
- Oversees the performance of internal audits to ensure accuracy and compliance with TOSA’s clinical policies and procedures, as well as CMS and FDA regulations, UNOS policies, AOPO standards.
- Serves as a working organizational contact for SRTR, FDA, CDC, CLIA, COLA, and UNOS, applicable CMS issues to interpret and maintain data and information relating to TOSA’s compliance with organizations and agencies.
- Works with other directors as required to collaborate on systems development, policies, procedures, and protocols.
- Assists in the submission and validation of externally mandated data and information.
- Exercises, discretion and independent judgment when making decisions based on compliance and regulatory criteria.
- Responsible for maintaining accurate and timely audit records in TOSA’s quality management system.
- Keeps the VP/Chief Performance Officer informed on key functions of the position and progress related to key organizational issues and objectives including variances and plans to improve performance.
- Develops and maintains positive and effective working relationships with internal staff as well as representatives of external entities with which the organization interacts.
- Chairs various teams, task forces and committees related to the above job functions.
- Represents the organization and/or function at selected meetings or to selected organizations and presents reports and other information as requested.
- Accountable to TOSA’s confidentiality policy of both patient information and employee performance.
- Other duties as assigned.
Qualifications
REQUIREMENTS:
- Bachelor’s degree in healthcare administration, nursing, public health, or a related field or equivalent experience in quality assurance.
- 5+ years of progressive experience in quality management, performance improvement, or regulatory compliance within healthcare or nonprofit services.
- Demonstrated knowledge of quality standard, compliance framework, understanding of donation and transplant operations, processes, and metrics.
- Strong leadership and management skills with proven ability to supervise and build cross-department collaboration.
- Strong written and verbal communication skills, with the ability to present complex data clearly to diverse stakeholders.
- Experience developing and implementing quality improvement initiatives, outcome measurement and data-driven decision-making
- Excellent analytical, problem-solving, and organizational skills.
- Physical requirements also include the ability to lift at least 50 lbs.
